Because that's where the money is. A humanoid needs one actuator per degree of freedom — roughly seven per arm, forty-plus across a full body — and those assemblies account for the large majority of the bill of materials. It's the layer that can't be fixed with a software update, can't be scaled by adding GPUs, and can't be skipped.
